Portland's older neighbourhoods sit close to the river and the inner east side, and the housing gets later the further out you go. That means the deconstruction threshold, which turns on a build year rather than a location, ends up correlating strongly with where you are.

And the Rule Stops at the City Limits
Chapter 17.106 is a Portland ordinance. The surrounding cities and the unincorporated counties handle demolition their own way, so an identical house a mile outside the boundary can be in a different position entirely.
The Oregon assessment rules do not stop. Those are state law and the consequence of rebuilding rather than repairing follows you across the whole metro.
