Usually There Is No Deconstruction Question
Worth saying plainly, because owners here read about Portland's deconstruction ordinance and assume the worst.
The requirement attaches to primary dwelling structures built in 1940 or earlier, or designated as a historic resource at any age. Most of the housing across the outer east side postdates that, having been built as the city annexed and expanded eastward. The Assessment Rule Still Applies
The half that follows you everywhere. Oregon caps growth in assessed value at 103 per cent a year, ordinary maintenance and repair are not added to assessed value, and new improvements are an exception that is added and then carried forward.
And where maximum assessed value has been adjusted for fire, that reduction may not be treated as a retirement to offset new improvements. So even here, repairing and rebuilding have permanently different tax consequences.

With the demolition question usually settled, the structural one does most of the work. Engineered roof trusses and floor systems are efficient and unforgiving: once heat has compromised the connections the assembly comes out whole rather than being repaired in sections.
So a fire reaching the roof structure here more often produces a rebuild than the same fire in the inner neighbourhoods, where older framing chars and can frequently be retained. That is the question worth answering before taking offers.
Larger Lots Help
Parcels out here are generally more generous than in the inner east side, which eases equipment access for demolition and construction alike and removes a cost line that constrains files closer in.
It shows up as a lower figure rather than as anything visible, and it is one reason offers here tend to be more predictable than in the older parts of the city.

The Provisions That Still Reach East Portland
Chapter 17.106 attaches at a threshold of 1940, effective 20 January 2020, having applied at 1916 from 31 October 2016. Most housing out here postdates both.
The assessment rules do not depend on the year. ORS 308.146 caps growth in maximum assessed value at 103 per cent annually, ORS 308.153 values new improvements, and OAR 150-308-0110 governs reduction after fire.
