The Default Here Is the Expensive Route

In most of the country a fire-damaged older house gets assessed, and if the answer is teardown, it comes down with a machine in a day or two.

Does That Make My Property Worth Less?

To a buyer planning to clear the site, yes, because the cost of clearing it is higher. To a buyer planning to repair it, no, because they never engage the requirement at all. That gap is the whole reason the two kinds of buyer produce such different numbers here, and it is why establishing whether the frame survived matters more than usual.

Which Makes the Structural Question Decisive

Dimensional lumber of this era is oversized by modern standards and chars rather than failing at connections. Charring is a surface phenomenon, so members can frequently be assessed, cleaned back and retained with damaged sections replaced individually.

A favourable structural report on a Northeast Portland house therefore does three things at once. The Dates That Decide a Northeast File

Chapter 17.106 of the Portland City Code took effect on 31 October 2016 at a threshold of 1916, and Council raised it to 1940 on 13 November 2019, effective 20 January 2020 under ordinance 189761. That change brought in roughly two thirds of all residential demolition permits.

On the assessment side, ORS 308.146 caps growth in maximum assessed value at 103 per cent a year, and ORS 308.153 governs how new improvements are added. Most housing across this area was built before 1940.
