Hand Work on a Tight Site Is Slower Still

The compounding problem on this side of the city, and it is one buyers from outside the region consistently miss.

Deconstruction is defined as systematic dismantling, typically in the opposite order the structure was built, to maximise salvage for reuse. It requires space to sort and stack material, and it requires time. Narrow lots with houses close on either side provide neither in the quantity the work wants.

Does the Salvage Offset Any of the Cost?

It can and it is not a plan. Salvaged material may be sold, donated or reused on site, so there is value coming out rather than going to landfill. Whether it meaningfully offsets the additional labour depends on what the house is made of and what a reuse market will take, and it is not something to assume in advance.

Which Pushes the Answer Toward Repair Harder Than Anywhere

Repairing an existing structure does not engage the deconstruction requirement, because that attaches to demolition permits. It also avoids adding new improvements to the assessment, since ordinary maintenance and repair are not added to assessed value under the Oregon system.

What If the Frame Did Not Survive?

Then you are in the harder conversation and it is better to know early. A buyer clearing this kind of site is carrying real cost, and the offers will reflect it honestly. What you should not accept is a figure from somebody who priced a bulldozer, because that number will not survive their own contractor quoting the job.

The Provisions Behind a Southeast File

The requirements sit in Chapter 17.106 of the Portland City Code and attach to demolition permit applications made under Chapter 24.55. The ordinance took effect on 31 October 2016 and the 1940 threshold from 20 January 2020.

Assessment consequences follow ORS 308.146, which caps growth at 103 per cent a year, and ORS 308.153, which values new improvements. Most housing on these streets predates 1940.
